Twelve Reasons Why I'm (Probably) Not Voting in the Upcoming Elections || שתים עשר סיבות למה (מִן הַסְתָם) אני לא אשתתף בבחירות הקרובות


Election fever is in the air. Many people will offer sage advice as to why it's important to vote for a particular party, and even more so, why it is incumbent upon a person to vote in general. However, most elections in Israel find upwards of thirty percent who choose not to participate. Most have difficulty articulating their position. And to be sure, some may have fallen victim to laziness or apathy, but I suspect there are others out there, like me, who actively and decisively choose not to participate in the charade that is called national elections. Here are some of my reasons:

1. No one running represents me. Everyone – every single one – of the people elected to the Knesset has an obligation first and foremost to those that put him into his office. And that is the party, and not the voters. The voters are a means, a tool, that all parties use in order to get as large a representation as possible of their party into the Knesset. This is even institutionalized in Knesset policy through a mechanism known as party discipline. Knesset members are not answerable to the voters, to the citizens of Israel, but to the Party Bureaucracy. It is true that the party, as a mechanism, must have some regard for the voters, and their wishes, but that regard is only a means, a vehicle for getting into office. No one is answerable to the voters; no one has personal accountability. This is the exact opposite of true representation, wherein a represent is not only honor bound to represent his constituents, but will be held accountable, personally for his loyalty and adherence to his mandate. In Torah, a ShaliaH, a representative, stands in the place of the one who appoints him, and if he veers from his mandate his actions are null and void.

2. The State of Israel doesn't represent Israel. That is, it doesn't represent the people of Israel - the Jewish people, nor does it claim to. Those that formed and those that now run the corporate entity called the State of Israel declare quite forcefully, that they represent all the citizens of the corporate state. It neither claims nor aspires to any allegiance to anything Jewish other than a nod to "Jewish values," a very amorphous and ambiguous phrase which has been twisted to mean anything the speaker deems important, even to represent the very opposite of Torah values and principles.

3. The Government of Israel doesn't represent the State of Israel. Further with all the conventions it has signed, and agreements it's made, the State of Israel's first commitment is not even to the benefit and welfare of its citizens. but sacrifices its welfare in favor of these international conventions.

4. The concept of political parties is antithetical to Torah. The very name, in Hebrew, מפלגה, comes from the root פלג, meaning to divide. Unity can not come out of division (it also can't come from uniformity, but that's the subject of another essay). There is a verse in D'varim (Deuteronomy) 14:1, which states, “You are the children of HaShem, your G-d, you shall not Titgodadu.” The simple meaning of that phrase is a prohibition against gashing oneself, particularly in response to the death of a loved ones. However, our sages (Bavli Mesekhet Yoma 13) tell us that there is another meaning, that we should not make ourselves “agudoth agudoth,” that is we should not divide ourselves into factions and sects. The nature of the current political system is to make factions, each faction vying for power. However, the Torah model is that people of many different backgrounds and paths will come together in one “bunch” to find points of consensus and compromise. This is the model of the Sanhedrin, the Great Court, where the sages, representing their various constituencies mold a policy based on truth, compromise and shared goals.

5. The outcome doesn't determine policy. Time and time again, the Israeli electorate has selected a party, and in particular the head of that party based on promises, only to be subsequently betrayed by the person placed in office, who enact policies in complete contradiction to the promises that got him elected. A politician has two agendas. The first is to get in to power, and the second is to stay in power, and they will use any means necessary, most especially trampling, repeatedly, on the good will of the voting population. As a case in point, it has only been the right, those that promise to never surrender territory and uproot its citizens that have done so. In other words, it doesn't really make any difference who one votes for, or not, for the policy is determined outside the parameters of the campaign promises, or the will of the voters.

6. Real power is concentrated in the hands of the judicial elite. Israel, in practice, is run by a powerful oligarchy. Most, though not all of the power is focused in the un-elected and nepotistic court system. Anyone living in Israel for more than a day, will soon come to realize that the true policy brokers and decision makers are the court judges and their minions of legal foot soldiers. None of these offices are chosen by the people, but rather are self -appointed from within the court system, thus only like minded individuals will be able to rise in the ranks of the court system. The court, which sees itself as a protector of democracy, is its greatest violator. It is an oligarchy of massive proportions. Yet, even the legislator can not touch or even question the sanctity of the court, without severe negative repercussions. Therefore, participating in an Israeli election, is akin to the participation in a parliamentary election under any other dictatorship. Its purpose is to dress the system in a veneer of democracy, while reserving the real power and control to those that do not have to answer to the people's will.

7. Participation implies consent. By participating in the election, one has implicitly agreed to the system and its rules. This is true both in a legal and a moral sense. It seems more than a little hypocritical to participate in a selection process and only cry foul, when one's choice isn't chosen. Alternatively, by denying the system's legitimacy, while one may not have any direct influence on policy (an influence that, as demonstrated, is questionable in the first place), one's dissatisfaction is duly noted. The power brokers and players are acutely aware that their legitimacy is dependent upon the participation of the masses in the political process. This is why there is such a push to encourage participation, even from sectors whose political aspirations are contrary to the general policy. Contrary to current wisdom, in truth, the only wasted vote, is the one cast.

8. No party has articulated a vision for the future, or a paradigm for the present with which I can identify. While there are some that have mentioned items with which I might agree, the “visions” of Israel's political parties tend to fall into two basic categories, regardless of the “left” or “right,” orientation or spin. There are those parties that generally see the current paradigm as good and correct. They accept and appreciate the current system in general, and use all of of their resources to protect it, albeit their efforts to orient it towards their other parochial interests and goals. We see this clearly in the larger parties, whose principle platform recently has been to stabilize the system even more in favor of larger blocks of power. Labor, Likud, as well as the so-called Centrist parties all share this vision.

There are other parties who do not accept nor appreciate the current system and hope for a different paradigm. However, not only do they feel powerless to try and replace the system with a better paradigm, they do not feel that it is their role to do so. Rather, they relegate that change, and those who would change it, to a future mystical time, beyond their control. Therefore, they focus their efforts in making sure the system feeds their parochial interests without inflicting too much damage to the community at large. This is as true of Hadash and Meretz as it is of UTJ and Shas.

10. Any party I vote for will choose an unfit Prime Minister. Further, all the parties that I might be inclined to vote for, will, when push comes to shove, recommend someone who I do not choose to be my Prime Minister. Therefore they will not and do not, represent me.

11. Even the so-called “extremist parties” are part of the problem, not the solution. Many have suggested that Otzma is a party that does represent my interests, that it wants to build a Torah society, but that's clearly not its focus. It's declared goal is the removal of hostile Arabs from the borders of Israel. Otzma Yehudit has taken a means and turned it into a principle. By making the removal of (certain) Arabs from Israel the focus of their campaign they have lost all sense of a goal. It might be that a means of achieving a viable Jewish nation state might involved the removal of enemy agents from within its borders (it might also not be the best means available), but to turn that into the goal itself is nothing short of wrong. Worse, it may even be a desecration of HaShem's great Name, for it turns the Torah into an agent of hatred. If my goal is a Torah oriented Jewish nation then I shouldn't even have to mention the removal of Arabs. Those Arabs that find it difficult to cope in such an atmosphere will leave, and those that can fit into such a framework will become loyal “ger toshav.” A political platform should be a vision of construction, not destruction. It should set goals for the fulfillment of that vision, not focus almost entirely about the uprooting of others' visions.

In fact, I would argue, that the Arabs population is not greatest challenge facing the People of Israel today. They are only a reminder of our own failings as a nations to do what is right and necessary for the sake of our own future. The Arabs aren't the problem; we are.

12. My participation in elections is conditioned on three things: real direct and accountable representation, local authority and power, and the building of a Torah oriented community. For me to participate, a party would have to declare that it has no interest in participating in the system as it stands, but comes to uproot it, and replace it with a national constitutional convention, wherein the nation, through direct representation (not parties) would send delegates to create a constitution, based in Torah values, local control and authority for most aspects of public life (save national defense and foreign relations), and that a covenant be made based on a Jewish national consensus.

"קדחת הבחירות" באוויר. אנשים רבים יגידו מדוע כדאי וחשוב להצביע למפלגה מסוימת, ואף יותר מזה, מדוע חובה עליך להצביע באופן כללי. עם זאת, ברוב הבחירות בישראל ימצאו יותר משלושים אחוז מהאוכלוסיה שבוחרים שלא להשתתף. הרוב מתקשים לבטא את עמדתם. ואף על פי שיש כאלה שנפלו קורבן לעצלות או אדישות, נראה לי שיש אחרים כמוני, שבאופן פעיל ובנחישות בוחרים שלא להשתתף בהצגה שנקראת "הבחירות". והנה כמה מהסיבות שלי:

1. אין אף אחד שמייצג אותי. לאנשים שנבחרו לכנסת יש התחייבות בראש ובראשונה לאלה שהכניסו אותם למשרדם - כולם - כל אחד ואחד תחת העול הזה. והאמת היא שמי שהכניס אותם לתפקיד היא המפלגה, ולא הבוחרים. הבוחרים הם אמצעים, כלים, שכל המפלגות משתמשים בהם על מנת לקבל נציגות גדולה יותר ככל האפשר של המפלגה בכנסת. הרעיון הזה ממוסד במדיניות הכנסת באמצעות מנגנון הידוע שנקרא "משמעת מפלגתית." חברי הכנסת אינם כפופים לבוחרים, לאזרחי ישראל, אלא לבירוקרטיה מפלגתית. נכון שהמפלגה, כמנגנון, חייבת להיות פתוחה ואוהדת לרצון הבוחרים, אבל רק כאמצעי, ככלי לקבלת "המנדטים." אף אחד לא כפוף לבוחרים; ואין לאף אחד חובת דיווח אישית כלפי האזרחים. זהו ההפך מייצוג אמיתי , שבו נציג מחויב לייצג את בוחריו, לא רק על פי הנכון ועל פי המוסר, אלא שהוא גם יצטרך לתת את הדין, באופן אישי, על נאמנותו למנדט שלו. בתורה, הנציג הוא שליח, שעומד במקום מי שמינה אותו, ואם הוא סוטה מהמנדט שלו, אזי מעשיו בטלים ומבוטלים.

2. מדינת ישראל אינה מייצגת את ישראל. כלומר, היא לא מייצגת את עם ישראל, את העם היהודי, והיא גם אינה טוענת לכך. אלא, שכל אחד שמוביל את הגוף שנקרא "מדינת ישראל" מיום יצירתה ועד היום הזה, כולם מכריזים בכל כוחם, שהם מייצגים את כל אזרחי המדינה, היהודי, הלא יהודי והאנטי יהודי. המדינה לא טוענת ולא שואפת למחויבות לשום דבר יהודי מלבד הנהון ל"ערכים יהודים," ביטוי עמוס, חסר ערך ומשמעות, שכל אחד מעוות אותו והופך אותו כדי לומר כל דבר שברצונו. אפילו משתמשים בו כדי לחזק את ההפך הגמור מעקרונות ערכי התורה.

3. ממשלת ישראל אינה מייצגת את מדינת ישראל. בהמשך, עם כל ההסכמים שהיא חתמה עליהם, והבריתות שהיא כרתה, מדינת ישראל תהא מחויבת בראש ובראשונה לא לטובתם ולרווחתם של אזרחיה, אלא, היא מקריבה את רווחתו וטובתו של האזרח על מזבח האמנות הבינלאומיות שלה.

4. הרעיון של מפלגות פוליטיות מנוגד לתורה. עצם השם, בעברית, "מפלגה," שרשו הוא פילוג, כלומר לחלק. אין אפשרות שאחדות, בכל צורה שהיא, יכולה לבוא מפירוד (היא גם לא יכולה לבוא מאחידות, אבל זהו נושא אחר). יש פסוק בדברים יד:א (בָּנִ֣ים אַתֶּ֔ם לַֽיהוָ֖ה אֱלֹֽהֵיכֶ֑ם לֹ֣א תִתְגֹּֽדְד֗וּ וְלֹֽא־תָשִׂ֧ימוּ קָרְחָ֛ה בֵּ֥ין עֵֽינֵיכֶ֖ם לָמֵֽת:) לפי הפשט, הפסוק אוסר עלינו לשרוט את הגוף, במיוחד על המתים. עם זאת, חז"ל (בבלי, יומא יג) אומרים שיש עוד משמעות לפסוק, שאסור לנו להעשות "אגודות אגודות," כלומר אסור לנו להתפלג לסיעות ולכיתות. התהליך של המערכת הפוליטית הנוכחית הוא לעשות סיעות וכתות, וכל אחד מתחרה לכוח. אבל זאת איננה דרך התורה. אלא, אנשים מרקעים ומכיוונים שונים יתקבצו ביחד ב"אגודה" אחת למצוא נקודות מוסכמות, ולפשר לטובת כולם. זהו המודל של הסנהדרין, בית הדין הגדול, שבו החכמים, מייצגים אנשים שונים, כדי לעצב מדיניות המבוססת על אמת, על פשרה ובמיוחד על מטרות משותפות.

5. התוצאה לא תקבע את המדיניות. שוב ושוב, ציבור הבוחרים הישראליים בחרו במפלגה, ובפרט את הראש של אותה המפלגה על סמך הבטחות שלו, רק כדי לראות שמיד לאחר הבחירות אותו האיש בגד בהם ברגע שהוא נכנס לתפקידו. אחרי שהוא נכנס למשרד, הוא מחוקק מדיניות בניגוד להבטחות שהובילו אותו להיות הנבחר . באופן עקרוני לכל פוליטיקאי יש שתי אג'נדות. הראשונה, שהוא יקבל את השלטון, והשניה שהוא ישאר בשלטון. כל פוליטיקאי ישתמש בכל האמצעים הדרושים, כדי לממש את האג'נדות שלו. ובמיוחד לדרוך, שוב ושוב, על הרצון הטוב של אוכלוסיית הבוחרים. כדוגמה לכך, רק אלה שמבטיחים שהם לא ימסרו שטחים ולא יעקרו את האזרחים, הם אלה שעשו כך. במילים אחרות, לא ממש משנה למי כל אחד מצביע, או לא מצביע, כלל. המדיניות נקבעת מחוץ לטווח ההבטחות של הבחירות ורחוק מרצון הבוחרים.

6. הכוח האמיתי מרוכז בידי האליטה המשפטית. מדינת ישראל, בפועל, מנוהלת על ידי אוליגרכיה חזקה. רוב, אם כי לא כל הכח, ממוקד במערכת בתי המשפט, מערכת שלא עומדת לבחירות ומופעלת באמצעות נפוטיזם ופרוטקציה. כל מי שחי בישראל יותר מיומיים יבין שמנהלי המדיניות ומקבלי ההחלטות האמיתיים הם שופטי בית המשפט ואנשיהם המשפטנים. אף אחד ממשרדים אלה אינו נבחר על ידי העם, אלא הם ממנים את עצמם מתוך מערכת בתי המשפט. וכך רק אנשים בעלי אותה השקפת עולם יכולים לעלות בסולם מערכת בתי המשפט. בית המשפט, שרואה את עצמו כמגן הדמוקרטיה, הוא אויבה הגדול ביותר. זוהי אוליגרכיה חזקה ביותר. ובכל זאת, אפילו המחוקק לא יכול לגעת בה או אפילו להטיל ספק בקדושתו של בית המשפט, ללא השלכות שליליות חמורות. לכן, השתתפות בבחירות בישראל, דומה להשתתפות בבחירות לפרלמנט בכל שלטון עריץ אחר. המטרה היא להלביש את המערכת במעטה של דמוקרטיה, תוך שמירת הכח האמיתי והשליטה לאלה שאין להם ענין להענות לרצונו של העם.

7. השתתפות כהסכמה. על ידי השתתפות בבחירות, בעצם כל אחד מסכים במשתמע למערכת ולכללים שלה. כן הדבר במובן המשפטי והמוסרי. זה נראה יותר מצבוע להשתתף בתהליך בחירות ולפסול אותו כאשר מושא בחירתו לא נבחר. לחלופין, על ידי שלילת הסמכות (הלגיטימיות) של המערכת דרך אי השתתפות, חוסר שביעות רצונו של אותו אחד כן יצוין כדין. ואף על פי שאין לא אפשרות להשפעה ישירה על המדיניות (השפעה של מי שמצביע, כפי שהודגם, מוטלת בספק מלכתחילה), קולו נשמע. בעלי הכח והשחקנים מודעים היטב לעובדה שהלגיטימיות שלהם תלויה בהשתתפות של ההמונים בתהליך המדיני. זאת הסיבה מדוע יש דחיפות לעידוד ההשתתפות, אפילו ממגזרים ששאיפותיהם הפוליטיות מנוגדות למדיניות הכללית. בניגוד להבנה הרווחת, למען אמת, ההצבעה המבוזבזת בלבד, היא הקול שהצביע.

8. אין מפלגה עם חזון לעתיד, או תוכנית להווה, שאני יכול להזדהות אתם. אמנם, יש כמה מפלגות שהזכירו פריטים שבהם אני מסכים, "החזון" של המפלגות הפוליטיות בישראל נוטה ליפול לאחת משתי קטגוריות בסיסיות, ללא קשר לנטייה או ספין ל"ימין," או " שמאל." יש מפלגות שבדרך כלל רואים את הפרדיגמה הנוכחית כטובה ונכונה. הם מקבלים ומעריכים את המערכת הנוכחית באופן כללי, ומשתמשים בכל האמצעים שלהם כדי להגן עליה, ועם זאת לכוון אותה למימוש האינטרסים והמטרות הקרתניים שלהם. רואים את זה בבירור עם המפלגות הגדולות, שעיקרון פלטפורמה לאחרונה היה לייצב את המערכת עוד יותר לטובת הגופים והגושים הגדולים של הכוח. עבודה, ליכוד, וכמו כן המפלגות שנקראות ה"מרכז", כולם משתפים בחזון הזה.
ויש מפלגות אחרות שאינן מקבלות ולא מעריכות את המערכת הנוכחית ומקוות לפרדיגמה אחרת. עם זאת, אין להם לא כוונה ולא רצון לשנות את המערכת לפרדיגמה טובה יותר. הם לא רואים בזה את תפקידם. במקום זה, הם מעבירים את התפקיד והשינוי הזה לישות ולזמן מיסטי שנמצא בעתיד ומעבר לשליטתם. לכן, הם ממקדים את מאמציהם בלוודא שהמערכת מזינה את האינטרסים הצרים שלהם, ללא גרימת נזק רב מדי לקהילה בכללותה. זה נכון לגבי חד"ש ומרץ כפי שהוא שזה נכון ליהדות התורה ולש"ס.

10. כל המפלגות יבחרו ראש ממשלה שאינו ראוי. המשימה הראשונה לכל המפלגות היא להמליץ לנשיא את מי הם רוצים למנות כראש הממשלה. והם ימליצו על מישהו שאיני רוצה בו, ויתר על כן שאינו ראוי להיות ראש על פי הלכה. לכן המפלגות לא מייצגות אותי ולא את רצון הרבה מהבוחרים.

11. אפילו "המפלגות הקיצוניות" כביכול הן חלק מהבעיה, ולא מהפתרון. הרבה אמרו לי שמפלגת עוצמה יהודית מייצגת את האינטרסים שלי, שהיא רוצה לבנות חברה תורנית, אבל לצערי, ברור לי שזה לא המיקוד שלה. המטרה המוצהרת שלה היא לסלק את הערבים העוינים מגבולות ישראל. עוצמה יהודית לקחה אמצעי והפכה אותו לעיקרון. על ידי ביצוע סילוק הערבים (מסוימים) מישראל למוקד של מסע הפרסום שלהם הם איבדו כל תחושה של מטרה. יכול להיות שזהו אמצעי טוב להשגת מדינת לאום יהודית בת-קיימא. (אבל גם יכול להיות שיש אמצעים טובים יותר). אבל, להפוך את זה למטרה עצמה הוא לא נכון ולא צודק. ועוד יותר גרוע, יכול להיות שזה יגרום חילול שמו הגדול של הקב"ה, כי הופכים את התורה לסוכן של שנאה. אם המטרה שלי היא העם יהודי על פי תורה, אזי איני צריך להזכיר את הסרתם של הערבים. ערבים שמתקשים להתמודד באווירה כזאת יעזבו, ואלה שיכולים להתאים למסגרת כזו יהפכו להיות "גר תושב" נאמן. מצע מדיני צריך להיות חזון של בנייה, לא של הרס. הוא צריך להגדיר מטרות להגשמת החזון הזה, ולא להתמקד, כמעט לחלוטין, על עקירת החזון של אחרים.
למעשה, הייתי טוען, שהאוכלוסייה הערבית היא לא הבעיה הגדולה ביותר של עם ישראל היום. הם רק תזכורת לכישלונות שלנו כאומה, לעשות את הנכון, הצודק והכרחי למען העתיד שלנו. הערבים אינם הבעיה; הבעיה היא אנחנו.

12. השתתפותי בבחירות מותנית בשלושה דברים: ייצוג אמיתי ישיר ומחייב, סמכות וכוח מקומיים, ובניית קהילה תורנית. כדי שאני אשתתף, המפלגה תצטרך להצהיר כי אין לה עניין בהשתתפות במערכת כפי שהיא, אלא היא מגיעה כדי לעקור אותה, ולהחליפה בכנס ארצי חוקתי, שבו האומה, באמצעות ייצוג ישיר (לא מפלגות) תשלח נציגים כדי ליצור חוקה, שמבוססת על התורה. שליטה וסמכות מקומית לרוב החיים הציבוריים (ובפרט הביטחון הלאומי, ויחסי חוץ), וכי תעשה ברית בעם על בסיס של הסכמה לאומית יהודית.

  1. B"H - This essay is music to my ears, rare and therefore precious, even though I would argue that ANY vote for kneset is anti-Torah in as much as we voted for Hashem under the Mount in Sinai for all generations and so it is not the case for a Jew to default on that allegiance.

  2. b"H - While, of course I agree with you that we "voted" for HaShem at Sinai, and that covenant is eternal, and unalterable. It is also true that many leaders, Hezqiyahu haMelekh, Ezra, Moredekhai, renewed the covenant between the nation and HaShem. Further, that covenant allows for human governance and management of our affairs within the confines of the Torah covenant. And while ideally, the leader is chosen by HaShem and confirmed by the Nation (through the Elders), we do have an instance where the elders chose a leader, apparently without Divine guidance, and HaShem confirmed it only after the fact (YiftaH the Shofet).
